After the death of a code violator, stubborn code enforcement officer, Kaitlyn Willis, must get involved in the investigation so her brother isn’t charged with the crime, but to do so, she may have to betray her boss, lose trust with her police partners, or lose her job for good.

Kaitlyn Willis, Code Enforcement officer for the City of Cedar Grove, Washington, enjoys her simple life, living and working in the city she loves.
While investigating a trash complaint, she has an encounter with Nick, a craggy senior who doesn’t seem to want to clean up his yard. Later, Nick shows up a City Hall and makes a scene in front of her co-workers and her boss. He accuses Kaitlyn of stealing something from his home, although he never gets specific before he is hauled away by the police. When Nick turns up dead, Kaitlyn wonders if she somehow instigated the events that led to his death.
Kaitlyn tries to speak with her boss about the situation, but he only refers her to the City Attorney. Kaitlyn’s new relationship with Detective Sam Evans is put on hold when he is sent off to SWAT training. She is left alone to be questioned about Nick’s death by Sam’s fellow officer, the rough and tough Detective Sheehan. Sheehan is a bully and wants to pin something on her. He also implies that Kaitlyn’s brother might also be involved. Carmen, the City Attorney pulls Kaitlyn from the investigation.
Kaitlyn’s lif B09BBViPCCe is stressed even more when her best friend Rosie comes to live with her will Rosie’s house is being fumigated. Her brother, Kale, shows up acting strange and Kaitlyn is afraid that he is involved with Nick’s death.
